Prior to 1995, there were no Law Colleges in Konkan (Ratnagiri, Sindhudurg and Raigad). According to G.R. of 1995, there should be a Law College in every district. After studying this G.R., Late Adv. Accordingly, with the approval of the University and the Bar Council, Law College was started on 19 th July 1995 in only two rooms using the infrastructure of Gogate Jogalekar College. After receiving a donation of Rs. 5 lakhs from Shriman Bhagojisheth Keer Trust, law College got the name of Late Shriman Bhagojisheth Keer, a leader of the Bhandari Community in Ratnagiri, who was instrumental in the construction of the first social temple in India, the Patit Pawan Mandir and a staunch supporter of Savarkar's work in Ratnagiri. – "Shriman Bhagojisheth Keer Law College, Ratnagiri"

Once a College is established, it needs to be successful and the contribution of the teaching staff is crucial for this success. But here Ratnagirikar did not fall short. Having LL.M. G.N.Gawankar, Late Adv. H.P.Joshi, Adv. F.M.Dingankar, Adv. P.C. Parulekar, Adv. A.S.Kadam and Adv. M.Y.Bhide. They too were also working without pay. Hon'ble Manohar Joshi the then chief Minister, was present at the inauguration of this College which was started in 1995. The College was started with the approval of the University as well as
the Bar Council.

When the Bar Council visted the College in 1998-99, it was stipulated that there should be a Five Year Law Degree Course. Accordingly, a 5 Year Law Degree Course was started in 2004. In this way, both three years and five years courses were started.

At the same time, the problem of teachers for these two classes was solved with the help of the two teachers of the G.J.College Prof. P.V.Ketkar for Logic Subject and Dr.Mrs. Y.K.Aowte for Economics and started coming to teach.
